AB karbon emisyonlarını azaltmak ve AB komisyonu iklim politikaları hedeflerini desteklemek için kredi verme kriterlerini gözden geçirmeye karar verdi

Avrupa Birliği ana kredi kurumu Avrupa Yatırım Bankası(EIB) karbon emisyonlarını azaltmak ve komisyonun iklim politikaları hedeflerini desteklemek için kömür santrallerini fonlamayacağını bildirdi.
EIB’in Çarşamba günü yaptığı açıklamaya göre yeni yapılacak ya da yenilecek santraller kilovat saat başına 550 gramın altında karbon oranına sahip olmadığı takdirde bankanın sağladığı fonlarından yararlanamayacak.
EIB enerji kredilerinden sorumlu genel müdürü Mihai Tanasescu’nun yaptığı açıklamada belirlenen yeni kredi kriterlerinin bankanın enerji yatırımı ilkelerine, Avrupa Birliği politikaları ve enerji sektörünün son zamanlarda karşılaştığı yatırım zorlukları için ilerici bir adım olduğunu belirtti.
Banka ayrıca uygulanacak yeni kriterlerin önümüzdeki dönemlere emisyon standartlarını sıkılaştırabileceğini ve AB iklim politikaları ile uyumlu şekilde Avrupa çapında yeni iş imkanları doğurabileceğini belirtti.
EIB’in bu kararı Washington merkezli Dünya Bankası’nın kömür santrallerini yalnızca istisnai durumlarda fonlayacaklarını bildirmelerinin ardından gelmesi dikkat çekiyor.
EIB 2007 başından itibaren toplam 83 milyar avro enerji fonlaması sağlarken bunun 11 milyar avrosu kömür santralleri fonlamasına ait.
E3G’ten IngrigHolmes verilen bu kararın Avrupa Birliği iklim değişikliği mücadelesinde yeni bir pencere açtığını ve konuyla ilgili somut adımlar atmak konusunda bankacıları politikacıların bir adım önüne taşıdığını belirtti.
EIB, Karşı Denge Grubu (Counter Balance) koordinatörü Berber Verpoest ise EIB’nin kömür santralleri için uygulayacağı yeni kriterlere rağmen kaya gazı dâhil fosil yakıtlar için hala kapıyı açık tuttuğunu ve çevreye ve sosyal hayat verdiği negatif etkilere rağmen baraj yapımı fonlamalarını kolaylaştırdığını, bankanın bu konularda da atması beklenen ve gereken adımlar olduğunu belirtti.
Toplantıda bulunan gözlemcilere göre EIB yönetimindeki Alman delege bankanın kömür santralleri fonlamasına devam etmesi yönündeki önerisi kabul edilmedi. Almanya enerji kaynaklarının %45’nin kömür ve linyite dayandığı ve Fukuşima nükleer felaketinden sonra 2020 yılına kadar nükleer santrallerini kapatmayı planladığı biliniyor.

EU Commission welcomes decision on gas pipeline: Door opener for direct link to Caspian Sea

The European Commission welcomed today's final selection of the pipeline delivering Azeri gas to Europe. The Consortium of the Shah Deniz II gas field, who holds the license for exploiting the 16 bcm/year gas reserves, has chosen the Trans-Adriatic Pipeline (TAP) to bring the gas from the Turkish border via Greece and Albania to Italy. With the new pipeline TANAP being built in Turkey, a new gas infrastructure will directly link the Caspian Sea to Europe.
EU Commission President José Manuel Barroso said: "I welcome today's decision by the Shah Deniz II Consortium selecting the Trans-Adriatic Pipeline (TAP) as the European route of the Southern Gas Corridor. This is a shared success for Europe and a milestone in strengthening the energy security of our Union. I am confident that today's decision, which builds on the strategic Joint Declaration I signed with President Aliyev of Azerbaijan in January 2011, will provide further momentum to the full and rapid realization of the entire Southern Gas Corridor as a direct and dedicated link from the Caspian Sea to the European Union, which should be expanded over time."
EU Energy Commissioner Günther H. Oettinger said: "We have a definite commitment from Azerbaijan that gas will be directly delivered to Europe through a new dedicated gas pipeline system. Whether the system consists of two gas pipelines - TANAP and TAP - or one single pipeline as earlier projects had foreseen - does not make any difference in terms of energy security. We now have a new partner for gas, and I am confident that we will receive more gas in the future."
Since the gas crisis in 2009, the European Union has looked to diversify its gas supply. One of the strategies was to open the "Southern Gas Corridor" in order to directly and physically link the EU gas market to the largest deposits of gas in the world in the Caspian Sea basin and the Middle East.
In principle, gas from the Caspian Sea could be delivered to the EU both to Baumgarten/Vienna (Nabucco West) or to Italy (TAP). Independently of the concrete route, the European Commission has always underlined that either transport option needed to further allow the supply of Caspian gas to other parts of Europe. The EU had also urged for the construction of a new pipeline outside the EU, which would be scalable so as to allow for future additional gas volumes, as well as a clear and transparent legal framework for the transport of the gas to Europe.
The opening of the Southern Corridor along with the ongoing work promoted by the EU on building the missing interconnectors in the EU will allow for the Caspian gas to eventually reach several countries in Europe, in particular in Southeast Europe.
The EU continues to hold negotiations with potential gas suppliers in the bigger region in view of additional gas volumes.
The International Energy Agency forecasts that EU gas demand will increase from currently 526 billion cubic meters to 622 billion cubic meters by 2030. In the same vein, the EU's Energy Roadmap 2050 forecasts that gas imports will raise, notably due to a decline of home production. This additional demand should be covered by new, additional gas suppliers.
TAP: The shareholder structure of the Trans Adriatic Pipeline project comprises of Swiss Axpo (42.5%), Norwegian Statoil (42.5%) and German E.ON (15%).
TANAP: The Trans Anatolian Pipeline was already chosen in June 2012. The shareholder structure is: Turkish Botas and TPAO (20%), Socar from Azerbaijan (80%).

State aid: Commission adopts new Framework for Shipbuilding

The European Commission has adopted revised rules for assessing state aid for shipbuilding to take account of the more specialised nature of today's shipbuilding industry. The new framework, in particular, prolongs and streamlines the rules on aid for innovation in shipbuilding, which are unique in EU state aid law, and extends the scope of these rules to new specialised market segments. The new framework will enter into force on 1 January 2012.
Commission Vice-President in charge of competition policy Joaquín Almunia said: “Encouraging innovation in shipbuilding is vital for the competitiveness of this industry. The new rules will help to maintain a specialised, competitive and innovative shipbuilding industry in Europe."
The new Framework extends the scope of the current rules to inland waterway vessels, as well as floating and moving offshore structures and further provides refined rules on innovation aid. In particular, it clarifies the process for establishing the innovative character of projects to be subsidised, in line with the Commission's practice. Rules on export credits and regional aid remain unchanged. Finally, the Framework no longer contains specific provisions related to closure aid, employment aid and development aid, because they had either not been used under the old framework or were not specific to shipbuilding. In addition, aid to shipbuilding may continue to be granted under all horizontal state aid instruments, unless otherwise provided for in those instruments.
The Framework will apply for 2 years, from 1 January 2012 to 31 December 2013. After that period, the Commission envisages that the provisions on innovation aid will be integrated in the future version of the EU Framework for State aid for research and development and innovation and the provisions on regional aid in the revised Regional Aid Guidelines. Both sets of horizontal rules will need to be reviewed by then.
The State Aid Action Plan (see IP/05/680 and MEMO/05/195) states that the Commission should evaluate whether there is a continued need for specific rules for the shipbuilding sector or whether the sector should be governed by the general state aid rules. Against this background and drawing on the experience gathered during seven years of applying the special shipbuilding rules, the revision of the Framework and the accompanying detailed impact assessment focused on determining which special provisions are still needed. The current Framework came into force in 2004 (see IP/03/1607) and is due to expire on 31 December 2011.

Brussels-Berlin-Budapest-Paris-Vienna activate their connection with water in view of achieving sustainable and efficient city logistics
 
In 2050 more than 8 out of 10 people will be living in urban areas. These people will not only move in, out and around Europe’s cities, but each of them will also be producing, using and consuming goods. This means that bringing goods in and out of European cities in a sustainable and efficient way will become one of the major challenges for European cities. European capitals are to be seen as important nodes in the new Trans-European Transport Network. Five European waterborne capitals want to prove that they want to play their role as primary node in a sustainable comodal transport network. They want to be frontrunners  not only in organising sustainable passenger transport but also in achieving green and CO2 free freight supply, distribution and logistics.

Therefore Brussels, Berlin, Budapest, Paris and Vienna, five waterborne European capitals, have decided to further “activate” their connection with the waterway flowing through their city. They realise that the  inland waterway in their town can offer a sustainable and efficient solution for bringing goods in and out of their city, avoiding as such the congestion barrier surrounding these big agglomerations. Moreover by increasingly using the water, these cities hope to contribute to achieving CO2 free logistics, one of the goals of the European Transport Policy for the years to come. To enhance the role of waterway transport, the political authorities of these European capitals will step up the dialogue with the inland port authorities and take the necessary decisions in view of tackling the growing challenges in terms of urban freight supply and distribution.  

To formalise this engagement, the political and port authorities of Brussels, Berlin, Budapest, Paris and Vienna signed the Charter “Connecting with the Waterways: a Capital Choice” in Brussels. The charter has been signed and officially presented to the to the European Commission  on Friday 16 September.

Minister Brigitte Grouwels in charge of the Port of Brussels explained: “The port of Brussels has an ideal location at the heart of the international transport hub which offers connection to 3 other transport modes, notably to the motorway network, through the Brussels orbital motorway (known as the Ring), to the railway network, by means of a connection to the container terminal and to the air transport network. By signing this chart, we undoubtedly take a big step towards a more sustainable future, both from an economic and an environmental point of view. We also make the link with other ports. In fact, it is only through cooperation and exchange of know-how that we will succeed in making every port successful.”

This is an initiative of the Brussels-Capital Region in cooperation with the European Federation of Inland ports.

More rights for boat passengers but negotiations continue on bus passenger rights
Boat passengers will have more rights as of 2012, thanks to a regulation approved by the European Parliament on Tuesday. The new rules provide for assistance and compensation in cases of delays, as well as free assistance to disabled passengers. The EP is pushing for similar rights for bus and coach passengers but this has still to be negotiated with the Member States.
Delays or cancellations of boat trips
 
Under the new rules, when a regular passenger boat or ferry service is cancelled or over 90 minutes late in departing, the passengers will have the right to be rerouted (in order to reach the destination earlier) or to receive back the ticket cost and not to travel (or else to return to the initial port of departure at the company's cost). This will not apply in the case of weather delays or other conditions outside the operator's control. Passengers must also be given snacks or meals, wherever possible.
 
In addition, regardless of whether they choose to travel or not, the passengers will be entitled to compensation of 25% of the ticket price for:
 
- journeys scheduled to last up to 4 hours which are delayed at arrival for at least an hour;
- journeys scheduled to last 4 to 8 hours which are delayed at arrival for at least two hours;
- journeys scheduled to last 8 to 24 hours which are delayed at arrival for at least three hours;
- journeys scheduled to last over 24 hours which are delayed at arrival for at least six hours.
 
If the delay is over double these minimum times, passengers will be entitled to compensation of half the ticket price.
 
The compensation will have to be paid in money if the passenger demands it. Additionally, if because of the delay passengers have to stay overnight before completing their journey, the operator will have to pay for their hotel expenses up to €80 per night (for not more than 3 nights).
 
Rights of people with disabilities or reduced mobility
 
The regulation states that disability may not be used as a reason for denying a passenger the right to board. Free assistance must be provided to disabled people in ports, on condition that the carrier or the port operator is notified when the reservation is made or at least 48 hours before boarding. This will also apply to cruise passengers.
 
These rules will enter into force in 2012. All passenger boats carrying over 12 passengers come under the rules, with some exceptions such as for excursion and sightseeing tours. Boat passengers will have more rights than currently stipulated under EU law for air passengers, as in the latter case there is no compensation for flight delays (only for cancellations).
 
Bus travel: negotiations ongoing
 
The EP has also adopted amendments to a draft regulation stipulating bus and coach passenger rights, such as ticket cost reimbursement or rerouting in case of delays in departure of more that two hours, as well as compensation of up to €1800 for lost or damaged baggage. Meanwhile, in the event of a passenger's death in a bus or coach accident, the amount of compensation should not be limited, argue MEPs. They also insist on free assistance or compensation if a bus breakdown delays arrival at the destination. Free assistance for disabled passengers must also be provided, they say.
 
MEPs want the regulation to apply not only to long-distance but also to regional bus transport. As negotiations with the Council have not been completed, a conciliation procedure is likely.

Hidroflorakarbonların kullanımı 4 Temmuz 2009 tarihinden sonra yasaklanmıştır. EC842/2006 Direktifinin Ek II de belirtilen gazlar direktifin Ek 5 maddesinde belirtilen eğitim gereklerini tamamlayan sertifikalı personelle elleçlenecektir. ısıtma,soğutma,klima,yangın kontrol sistemleri ve depolar ekipmanları ve diğer hidoflorakarbongazlar(HFCs) depolanması ve transferi 4 Temmuz 2009 tarihinden sonra sertifikalı personelle elleçlenecektir..

Avrupa parlementosu ulaşım komisyonu Gemiadamlarının alması gereken minumum eğitim gereklerinden 5 tanesini onayladı.Avrupa Birliği üyesi devletler gemiadamları belgelerinin eksik kalan egitim gereklerinden dolayı gemiadamlarının ceza almamaları için gereken önlemleri alacaklardır;ve bu eğitimlere IMO limitleri içinde uluslararası seviyede devam edeceklerdir.Bu direktifin tüm EU ülkelerinde uygulanması için parlemento EMSA dan yardımcı olmasını istemiştir. Deniz kazalarının %80 i insan hatası yüzünden olduğu eğitimin deniz kirliliği ve yolcuların ,taşınan yüklerin güvenliğinin bu egitimlerde vurgulanması gerektiği açıklanmıştır.
